Good for

Use it when the video and top-level comment are known and you need the replies.

Not for

Do not use it to discover top-level comments or for private content.

Known limitations

The photo ID and comment ID must belong to the same public thread.
Only the returned DataXAPI cursor can continue the same query.
Deleted, private, or restricted content is absent.

Billing

¥0.02 per call. Nonempty complete results are charged; empty, partial, and failed results are not.
